Medical Device Material Changes: When Can Existing Biological Evidence Be Reused?

The same silicone or resin name does not establish unchanged biological safety. Compare supplier, formulation, processing, cleaning and sterilization against body contact before deciding what existing evidence remains applicable.

Ask which assumptions in the existing evaluation have changed before choosing repeat tests. Connect the changed component to patient exposure, then distinguish retained evidence from evidence requiring further support.

1. Freeze the pre-change baseline

Confirm that materials, components and processes addressed by the existing evaluation actually match the product immediately before the change. If earlier supplier or process changes were never reflected, reviewing only the latest change leaves gaps. Fix the drawings, bill of materials, material specifications, cleaning and sterilization conditions, and test article identities.

Use comparable document control for the new configuration and mark unresolved formulations or supplier information. Do not declare equivalence before receiving the facts. Separate verified similarities from information not yet obtained.

2. Look below the material name

Silicone to silicone or the same resin grade is only a starting description. Obtain proportionate detail from the manufacturer and material supplier.

Change Comparison evidence Evaluation question
Material and formulation Specification, grade, additives, pigments Do potentially exposed substances change?
Supplier Site, process, specification control Is actual composition comparable?
Processing and surface Curing, coating, treatment Does the final surface or residue change?
Cleaning Agents, rinsing, drying Do residues or removal conditions change?
Sterilization and packaging Processing and package contact Could degradation, residues or transfer change?
Use Contact site, duration, repetition Does exposure increase?

Matching mechanical properties and matching biological exposure are different propositions. Equal tensile strength does not establish equal extractable constituents. Equally, not every supplier change creates the same risk: assess actual differences.

3. Trace exposure pathways by component

A changed part without direct contact is not automatically irrelevant. Consider indirect exposure through fluid or gas paths and effects from coatings or adhesives. Support a no-contact conclusion through design and use information.

Connect duration to repeated use in the instructions, not only one component's single application. Where use or contact also changes, a material comparison alone cannot maintain the old evaluation. See the biological evaluation guide for the foundation and focus this review on the change.

4. Separate reusable evidence from open questions

Assess whether existing tests, chemical characterization, toxicological evaluations or use history remain applicable. For each source, record the sample, manufacturing state and conditions, then justify its connection to the changed product. Neither a material declaration nor an unexplained full retest is an adequate decision process.

Before requesting supplier documents, comparison analysis, risk assessment or testing, define the question it will resolve. Where the bridge is unsupported, state the gap and leave the conclusion open. The foreign test report guide supports review of reusable scope.

5. Separate standard revisions from product changes

ISO's official page confirms publication of the sixth edition, ISO 10993-1:2025. A new international edition does not by itself establish a blanket Korean retesting obligation. Check domestic criteria, submission type and timing separately.

Maintain one table for material, process and exposure changes and another for applicable criteria and differences from previous evidence. This keeps product-driven evidence gaps distinct from questions arising during standards review.

6. Carry conclusions into change control and release

Record the change, exposure impact, existing evidence used, further evaluation results and remaining limitations. Completing biological evaluation does not close the administrative change question. Separately determine registration changes and procedures, and connect approved component lists, processes and instructions with released product.

Bring before-and-after material information, the manufacturer's explanation and the existing evaluation to request a material change review. Clare Partners can separate supported reuse from additional evidence questions.

Frequently asked questions

Q. Is no evaluation needed when only the supplier changes?
The same material name can hide different grades, additives, impurities or processes. Establish the differences and assess their effect on existing evidence.
Q. Does a material change require every test again?
Not automatically. Review the change, exposure and available evidence to determine which information, assessment or testing is needed.
Q. Does a new ISO 10993-1 edition require replacing every Korean dossier?
International publication and Korean submission requirements are separate. Review domestic criteria, the application context and differences from the previous evaluation.
